Is a progress claim the same as a payment claim?

Yes, mostly. Builders say progress claim; the Security of Payment Acts say payment claim. This template makes one claim document that works as both.

How is retention worked out?

At the rate you put in, on this claim, stopping at the cap if you set one. Use the rates in your contract.

Which state's rules does it use?

The state you pick. Each state has its own Security of Payment Act, so the deadlines and the statement on the claim follow that state's Act. There's a page for each state below.

Is this legal advice?

No. Templates and calculations, not legal advice. Check the claim against your contract before you serve it.
